قرن اخیر شاهد پیشرفتهای بزرگ علمی و فنی بودده است. این پیشرفتها موجب پیدایش آگاهی روزافزون مبنی بر لزوم تعیین هدفهایی برای بکارگیری نیروی انسانی و کمال بخشیدن به آن و اجرای برنامه های قوی و مبتکرانه برای نیل به این هدفها می باشد. سیستمهای بهداشتی جوامع نیز از این قاعده مستثنی نیستند که باید اهداف آن تعیین و برنامه ریزی مناسب صورت گیرد.
